BENIN ARTEFACTS: Return Of Benin Artifacts Should Be Whole Rather Than Substantial - Mai Mohammed

By The9jaTrend

Minister of Information and Culture,  Alhaji Lai Mohammed has insisted that the return of 1,130 stolen Benin Artefacts domiciled in German Museums must be whole rather than substantial.

He disclosed this in a meeting held in Berlin, the capital city of Germany, which was attended by the German Minister of State for Culture, Prof. Monika Grutters, and Foreign Minister, Mr. Heiko Maas, Nigeria Minister of Information and Culture, Alhaji Lai Mohammed; the Edo State Governor Godwin Obaseki and Crown Prince of Benin Kingdom, Prince Ezelekhae Ewuare.

The minister said, this in the wake of remarks by Grutters that the European nation was ready to make ‘substantial return’ of the 1,130 looted artifacts.

Lai Mohammed said, the issue of provenance, which has to do with the place of origin of the artefacts, should not be allowed to unduly delay the repatriation of the art works, noting that they are known as Benin Bronzes, which is already a confirmation of their source of origin which is Benin.

At a separate meeting with Maas,  Lai Mohammed emphasised that no condition should be attached to the return of the artifacts.

The minister said, the need for the parties to commit to definite timelines for the return of the Benin Artifacts in addition to concluding all necessary negotiations in a very short term.

He stressed that the discussions between Nigeria and Germany governments on the return of the artefacts was not the end of an era, but rather the beginning of a new vista of stronger relations, pivoted by cultural diplomacy between both governments.

He thanked the Germany government for taking the lead in the global efforts to repatriate all artefacts that were looted from Nigeria and the African continent.

“We see Germany as a leader in the efforts to take practical steps to repatriate our stolen artefacts, and we hope Germany will sustain that lead," he asserted.

Edo State Governor, Mr. Godwin Obaseki, who was also among Nigerian delegation, said a “transformational” museum is to be built in Benin City to house the artefacts upon their return as part of a new cultural district in the city.

Governor Obaseki said, he was attending the discussions to demonstrate the strong partnership involving the Federal Government of Nigeria, the Benin Royal family, Benin citizens and Edo State government.

In addition, the German Minister of State for Culture, Prof. Grutters, said “the way we deal with the issue of Benin Bronzes is important to addressing our colonial past,” describing the issues as “an important personal concern.”

She assured the 1,130 artefacts would be returned to Nigeria from the beginning of 2022, noted that, Germany had twice sent delegations to Nigeria for talks over the planned repatriation.

She said, such a move indicated that both sides had moved beyond mere talks, saying all the Museums in Germany stockpiling Benin Bronzes have agreed to cooperate.

Moreso, others on the Nigerian delegation were the Nigerian Ambassador to Germany, Mr. Yusuf Tuggar and Director-General of the National Commission for Museums and Monument (NCMM), Prof. Abba Tijani.

The Nigeria Delefates were later taken on a guided tour of the Humboldt-Forum, a royal palace turned museum in the heart of Berlin that houses artworks from around the world.

Any Group, Organization, Govt. Dealing With Artificial Group In The Return Of Benin Artifacts, Does So At Risk - Oba Ewuare II

By The9jaTrend

Omo N' Oba N' Edo, Uku Akoolokpolor, Oba Ewuare II. Oba of Benin Kingdom has warned that any group, organization, government dealing with artifial group in the return of artifacts does so at his or her own risk.

Oba Ewuare II gave this warning during  meetings with the Chiefs and Enigies
on the Repatriation of the Looted Benin Artifacts in his palace in Benin City.

Speaking in Benin dialect, Oba Ewuare said, "I have called this meeting today to intimate you of the matter of the Benin Artifacts in Europe at the verge of being repatriated which I am sure you have heard and read about in recent weeks.
You may also have heard about the recent activities of a group of individuals who incorporated a company since January 2020 called Legacy Restoration Trust Ltd.

"It has become germane to note that the advocacy and demands for the return of the artifacts looted from the Benin Kingdom in 1897 have been going on for decades before the emergence of the incumbent Governor of Edo State, Mr. Godwin Obaseki. I must sincerely thank the Governor for joining the struggle and showing commitment to retrieve our stolen cultural heritage from Europe."

While anticipating the return of the looted artifacts from Europe, Oba Ewuare note that attempts to divert the destination or the right of custody of the artifacts is not in the interest of the people of Benin Kingdom to whom the Palace of the Oba of Benin provides leadership.

Oba Ewuare said, "the looted artifacts awaiting repatriation from Europe are the cultural heritage of the Benin Kingdom created by our ancestors and forefathers within the traditional norms and rites of the kingdom. They are not property of the state government or any private corporate entity that is not a creation of the Benin kingdom.

"The right and only legitimate destination for the artifacts to be repatriated as already pronounced by my father is under the aegis of the Benin Royal Museum that will be sited within the precinct of the Palace of the Oba of Benin from where they were looted, and also, the proper traditional institution that is also the custodian of all the cultural heritage of the Benin Kingdom.

"The Palace, therefore, strongly advises that anyone, group, organization, or government – national and international that is dealing with any organization or artificial group in the process of returning the looted artifacts from the Benin Kingdom would be doing so at their own risk and against the will of the people of the Benin Kingdom. There is no alternative native authority and custodian of the cultural heritage of the Benin Kingdom outside the Oba of Benin as constituted by the Royal Palace.

"I do not believe that the move by a privately registered company, the Legacy Restoration Trust Ltd. and the purported establishment of Edo Museum of West African Arts (EMOWAA) are in consonance with the wishes of the people of Benin Kingdom.

"It is pertinent to note that shortly after my ascension to the throne I had several discussions with the Governor on the plan for the Benin Royal Museum and he expressed his readiness to work with the Palace to actualize this laudable wish of my father. I made efforts and acquired additional plots of land from different families within the Adesogbe area near the present day palace for this purpose.

"I was however surprised to read from the Governor's letter to the Palace where reference was being made to the fact that a new Museum to be known as EMOWAA is now being proposed, which will be funded and executed through the vehicle of another body now referred to as Legacy Restoration Trust.

"When Governor Godwin Obaseki informed me in his correspondence of another implementation framework using the so-called Legacy Restoration Trust and the Edo Museum of West Africa Arts (EMOWAA), my response was that the setting up of another organization or legal entity in whatever form or guise will not be necessary nor acceptable. I informed him that Oba Ewuare II Foundation has been registered with the CAC and has worked out a framework for not only receiving the artifacts but also building a modern structure - The Benin Royal Museum – within the precincts of the Palace and that land has been secured for the building of the Benin Royal Museum under the supervision of the traditional institution. But for reasons best known to him the Governor has gone against the understanding, given recent events.

"As a matter of fact, the people of Benin kingdom and other stakeholders especially Benin Dialogue Group, had at different meetings endorsed the Benin Royal Museum to be built within the Palace, as well as endorsing the Oba Ewuare II Foundation for fund raising and other requisite administration processes."

Going further, Oba Ewuare added,"We wish to use this medium to call on the Federal Government to take custody of these artifacts on behalf of the Palace until the Benin Royal Museum is ready for their collection. Under no circumstances should custody of our age old artifacts be handed to any privately contrived entity like the Legacy Restoration Trust. Thankfully just yesterday I spoke with the Hon. Minister for information and culture who is presently in Germany over the negotiation with the German Government over the plans for the repatriation of our artifacts he assured me that the Federal government remain committed to get unconditional return of our artifacts and will guarantee its full custody for their onward transmission to Benin kingdom to the exclusion of any unauthorized private entities or third parties, we once again thank the federal government for this commitment.

"It now behoves the Federal Government to be the only level of government that can take custody of the artifacts with a view to transferring them to their original owner and their original place of abode, more so that there exist international treaties and laws guiding these processes.

"The Palace of the Oba of Benin wishes to advise His Excellency, Mr. Godwin Obaseki, Governor of Edo State to review his approach of using the private vehicle of the Legacy Restoration Trust Ltd and the Edo Museum of West African Art (EMOWAA) and to see how he can genuinely collaborate with the Oba Palace in accordance with our original understanding.

"We thank the German Government for their interest and willingness to return the Benin artifacts. We pray to God and our ancestors for a fruitful resolution of this issue," Oba Ewuare opined.

We Rejects Passage Of Petroleum Industry Bill, Says ERA/FoEN

By The9jaTrend

Nigeria’s foremost environmental group, the Environmental Rights Action Action/ Friends of the Earth Nigeria (ERA/ FoEN), has rejected the passage of the Petroleum Industry Bill (PIB) as passed by the National Assembly and called on both chambers to immediately harmonize and produce environmentally friendly and peoples bill.

In a Press Statement issued and signed by the Executive Director of ERA/FoEN., Dr. Godwin Uyi Ojo, said the National Assembly failed to do justice to the Bill which has been pending since 2008.

Dr. Uyi Ojo, “wondered why members of the national assembly would approve a paltry three percent for the host communities in the Host Communities Trust Fund, saying it's way below bar, and constitutes an affront to the suffering rural communities.”

Besides, ERA/FoEN wants the government to immediately divest the 30 percent allocation to Frontier Oil Exploration and invest it in Renewable Energy Development such as solar to provide improved energy access to the citizens given the deplorable state of the national grid.

While noting that the three percent allocation for host communities is insufficient due to the ecological dislocation of the region which has culminated in appalling level of pollution of their agricultural land, fisheries and drinking water, thus exposing thousands of people to serious health risks.

"The UNEP report estimated that it would take up to 30 years and an initial US$1 billion to clean up Ogoniland. We therefore insist that 10 percent should be considered by the National Assembly as the minimum for the host communities owing to the level of degradation they already suffered following the years of neglect by the oil companies and government."

ERA/FoEN Executive Director cautioned the federal government for still depending on crude oil as other nations are already considering a shift from dirty energy to cleaner sources of energy like renewable energy sources.

"The clause in relation to the communities paying for acts of vandalism and civil unrest should be removed from the host community development fund because this criminalizes the people from the outset."

While expressing displeasure over the three percent, Dr. Uyi Ojo, urged the law makers to reconsider the 10 percent.

He also stated that the oil companies should not be allowed to take undue advantage of Nigeria and Nigerians but rather follow international best practices in dealing with the host communities where their facilities are located.

Recall that the Petroleum Industry Bill is a law that seeks to introduce far-reaching reforms in the Nigerian oil and gas industry which the previous administrations failed to pass into law due to lack of political will, variegated interests from different stakeholders as well as sectional interests.

Ojo emphasized the need for the Federal Government to consider the PIB as one of its efforts to address the many problems of unsustainable environmental practices which have taken its toll through environmental degradation and destruction of livelihoods of the Niger Delta region for several decades.

He further disclosed that the host communities in the region have faced serious neglect, marginalization and deprivation for too long even though the region produces the oil which generates revenue for the nation.
