I Have No Plans to Return To APC - Obaseki Emphasized

By Simeon OSAJIE

The Executive governor of Edo state and Governor-elect in the just concluded Edo gubernatorial election, Mr Godwin Obaseki has foreclosed the possibility of returning to the All Progressives Congress (APC) any time soon.

Obaseki, who gave the hint while speaking to State House Correspondents after meeting with President Muhammadu Buhari at the Presidential Villa, noted that such a move would negatively affect his credibility.

Obaseki said he was at the State House on an appreciation visit to the President following last weekend’s governorship election which he won and re-elected as governor of Edo State.

The governor dumped the APC for the People's Democratic Party (PDP) following his disqualification from the party’s gubernatorial primaries.

Responding to questions from State House correspondents after meeting with President Buhari, he affirmed that leaving the PDP for the APC goes against Buhari’s gospel of integrity.

He also said he will not attempt to replace former APC national chairman, Comrade Adams Oshiomhole, as the new godfather of Edo politics, saying that if he does, “I should be dealt with accordingly.”

Obaseki Not Behind Alleged Arrest of APC Members – Osagie

By Simeon OSAJIE
Special Adviser to the Edo State Governor on Media and Communication Strategy, Mr. Crusoe Osagie has said that the State Governor is not behind the alleged arrest of members of the All Progressives Congress (APC) in the state.

According to Crusoe, "The Edo State Governor, Mr. Godwin Obaseki has nothing to do with the alleged arrest of APC members in the state. The Police is an independent institution with a clear mandate to ensure the security of life and property in the country.

“The police is controlled by the Inspector General of Police in Abuja and it is wrong for the APC to accuse the Edo State Governor who is still relishing the victory given to him by Edo voters in the September 19 gubernatorial election, of ordering the arrest of its member.”

Obaseki's Victory Is Reward for Taking Governance to the Masses - Imasuagbon

By Simenon OSAJIE

Barr. Kenneth Imasuagbon former PDP governorship aspirant popularly call "The Rice Man" has congratulated Governor Godwin Obaseki and his deputy, Comrade Philip Shaibu for their resounding victory during the just concluded Edo State governorship election.

In an interview with newsmen in Benin, Barr. Imasuagbon described the re-election of Governor Obaseki as victory for democracy and expressed happiness over the outcome.

“I am happy about the outcome of this election. First and foremost, I must congratulate him for this victory, I feel elated. All through our campaign in the 192 wards that make up Edo state, l knew from the onset that it was going to be difficult to take power from Governor Godwin Obaseki going by the overwhelming support accorded the campaign team across Edo state
"Obaseki is  a lover of peace, always focused in dealing on issues concerning the good people of Edo state. APC mistake gave PDP resounding victory. In the first place, PDP got to Osadebey Avenue without contesting for any election.

“This PDP and Obaseki victory attests to the fact that when you are elected into an office you must work for the people instead of servicing godfathers and the people will always fight for you in times like this.

“The man Godwin Obaseki is connected to the people and that is what earned him the victory at the poll, it's an overwhelming victory, he is loved by the people and he has the Edolite at heart.

"I saw in Obaseki one who want to make  the school work, turned hospitals around  and put smile in the faces of pensioners and ready to leave Edo state better than were he met it. So, I also saw in Obaseki someone who had passion about the people and about the progress of Edo people. With all these, I said, we should assist him to finish his second  tenure," Imasuagbon said.
On the issue of whether there was an agreement that after Governor Obaseki's tenure, the governorship position moves to Edo Central, Barr. Imasuangbon said:  "It should be conventioneer, the Delta State experience, our sister state, it has been rotational from one senatorial districts  to the other. It guaranty peace, development and  take away suspension, it also  allow all inclusiveness, united Edo is better than divided Edo. My recommendation is that, Edo must have the Delta experience where power must be rotated.

"An Esanman was last served as governor 41 years ago under late Prof. Ambrose Alli. For me as a lawyer, Osunbor was never a governor of Edo State. You can say he was a governor politically, but in law, he was never a governor. Whether I am the beneficiary or not does not matter to me, it is about Edo that will work, Edo that you and I will leave behind for our children's children unborn."

Was he sure of Governor Obaseki  calling on Ize-Iyamu and Oshiomhole to come on board to move Edo forward, Barr. Imasuangbon opined: "It is  genuine; nothing can be more genuine than that. I want to once again congratulate the Governor on his victory and trying to bring together everyone, that is the spirit of oneness, that is the spirit a good man who want to move Edo State forward. Edo people are the most intelligent people under the face of the world. I therefore call on every Edo man and woman, home and in the Diaspora to please in the name of God Almighty and the name of development of our state, lets support Governor Godwin Obaseki to succeed. Obaseki actually was the one that won the election not the party because the Edo people believed in him."

On his special message to the victorious Godwin Obaseki,  Barr. Imasuagbon said: “He should continue with the good works he is doing or even increase his efforts because to whom much is given much is expected, Edo people are with him, they demonstrated their love for him at the polls and they are expecting him to do more in ensuring Edo state continues to move forward."

While congratulating the governor, he prayed that his second tenure will bring better dividends of democracy to the people in all sectors of governance across the state.

Barr. Ken Imaduangbon thereafter call on the National Assembly to pass into law the act that will give room for individual candidature.

"I want to use this medium to  call on the National Assembly for the sake of the country Nigeria  to quickly sign into law the electoral act that will allow for an individual candidature."
People's Democratic Party (PDP) candidate, Governor Godwin Obaseki defeated his closest rival of the All Progressives Congress (APC), Pastor Osagie Ize-Iyamu with 307.955 to 223,619 with a difference of  84,336 votes in the Edo State governorship election held last Saturday, 19th September, 2029  and adjudged to be free, fair and credible by both domestic and foreign observers.

INEC Presents Certificates of Return to Obaseki and Shaibu

By Simeon OSAJIE
The Independent National Electoral Commission (INEC) on Tuesday, 22nd September 2020 presented Certificates of Return to Governor Godwin Obaseki and his running mate and Edo deputy governor, Comrade Philip Shaibu, who emerged winner in the gubernatorial election in Edo State.

The certificate was presented to the governor Obaseki and Comrade Shaibu, by May Agbamuche-Mbu, the National Commissioner supervising Edo, Rivers and Bayelsa State, at the commission's office in Benin City.

May Agbamuche-Mbu thanked all stakeholders and Edo people for their contributions and commitment towards the credible and safe conclusion of the election process in Edo.

Receiving the certificate, Governor Godwin Obaseki said: "President Muhammandu Buhari would be remembered as father of democracy because he had a choice to make sure his party wins in the state but insisted the right thing be done.

"I want to finally thank the His Royal Majesty, Oba of Benin, Oba Ewuare II, for his fatherly role, for the prayers for peace and for being that symbol we all look upto.

"You will agree with me that today history has been made again but this couldn't have been possible if God didn't will it so. So, we are grateful to God that we went through the election in a peaceful and conducive atmosphere.

"Despite all the criticisms the ability of INEC to view results as the counting is taking place in units is one innovation we will implore INEC to improve on it because it has introduces different element of transparency of the way we conduct election in Nigeria.

"I want to thank the police and other security agencies for their professionalism throughout the elections. Everyone prior to the election anticipated the high level of violence but the security agencies made the election peaceful.

"I want to use this opportunity to reach out to our colleagues, friends and brothers on the other side of the divide; we are one family with pursuit to provide services and leadership for our citizens.

"I am using this opportunity to extend a hand of fellowship to my brother, Osagie Ize-iyamu, and other colleagues in the All Progressives Congress, to work with us so that we can move Edo forward.

"To our colleagues, to our friends and brothers in the other side of the devide, we are one family in the pursuit to provide good services and good governance for our citizens. Our citizens have decided that for now, they trust us more to provide them the leadership. It does not mean that they do not have role to play, it does not mean they are not part of the family. So, l am using this medium to extend the hand of fellowship to my brother, my friend, Pastor Osagie Ize-Iyamu, APC candidate to come on board and lets move Edo state forward and also the former National Chairman of the APC, Adams Oshiomhole, that the fight is over, to come and join in building the house where he was part of laying the foundation. We have no malice, the only thing we disagreed on is on the approach in moving Edo forward," he said.

Barr. Ojezua Blames Oshiomhole For Party's Defeat

...calls on National Leadership to sanction Oshiomhole

By Simeon OSAJIE

The Edo State Chairman of All Progressive Congress (APC), Barr. Anselm Ojezua has called on National leadership of the party to sanctioned former chairman of the party, Comrade Alliu Oshiomhole prior to the disqualification of Governor Godwin Obaseki that gave the room for him to decamped to the People's Democratic Party (PDP) and subsequently become victorious in the just concluded Edo state  governorship election.

In a statement issued and signed by Edo APC chairman, said: “I think the position of Edo APC, prior to the disqualification of Governor Godwin Obaseki has been vindicated. Before that, the Edo APC had already reached a consensus with Obaseki as the candidate but Oshiomhole thought otherwise. He abused his office as national chairman, pushed the governor out of the party and you can see that the beneficiary is now PDP.

"The result of his illegal actions is what we witnessed today. I don’t see how APC can recover from this. Oshiomhole factionalized the party, created a faction in the name of EPM, brought a candidate from outside the party and forced him down the throat of the party. They campaigned without the party behind them and they expected to win. This is the result.

"That was why I said I will not speak until after the election and now I have been vindicated. If I spoke before the election, they will say it is anti-party. Now we know who has done anti-party.
Honestly, if the party does not do anything to sanction Oshiomhole, then we in Edo APC will have to review our membership of that party, because we gave notice, we warned the party, we petitioned the leadership; there is nothing we did not do to salvage the situation within the last 15 to 18 months.

"The party only took steps after Obaseki has left which is an irredeemable loss. Everyone can see the result now," Barr Ojezua said.

STATEMENT ON THE INCIDENCE OF GENDER-BASED ELECTORAL VIOLENCE IN THE SEPTEMBER 19TH GUBERNATORIAL ELECTION IN EDO STATE

INTRODUCTION:

The Stop-VAWIP campaign is an initiative that seeks to establish the link between gender-based electoral violence and the low level of participation of women in politics.

Ahead of the gubernatorial election in Edo state on September 19, Girls Power Initiative (GPI) raised awareness on violence targeted at women during elections and conducted advocacy initiatives to relevant stakeholders on the need to mitigate violence against women in politics. From September 18 to 20, 2020, GPI and the Stop VAWIP Response Committee established a Survivor Service Centre to document and respond to incidences of violence against women around the gubernatorial election in Edo state.
Citizens were able to report incidences of violence against women through a hotline, which was widely publicized by Stop-VAWIP partners ahead of the election. By raising awareness of the hotline and the Stop-VAWIP campaign’s mission, the confidence to participate in the election increased, knowing the concerns of women were being monitored and supported.

The “Vote Not to Fight”: Election No Be War Campaign is a youth-focused non-violence voter education campaign that seeks to promote peaceful participation by Nigerian youth in elections. Connected Advocacy for Empowerment and Youth Development Initiative, implemented the campaign in Edo State, using peer to peer engagements, traditional and social media messages, community sensitization, VNF Hour on Speed FM 96.9, jingles, billboards, advocacy, and stakeholder engagement (with youth, INEC, security agencies, traditional and religious leaders, political parties, candidates, etc.) to seek commitments to peaceful participation in elections. The campaign began in 2014 and has been implemented over two national elections (2015 and 2019) and nine off-cycle governorship elections.

The Survivor Service Centre serves as a central location for all operations, including where incidences of violence against women from the hotline are tracked and crucial support and response were provided to victims of gender-based electoral violence. In this election cycle, the center received no fewer than 150 calls before, during, and after the conduct of elections and recorded incidents of violence targeted against women. The Centre tracked cases via partners like Yiaga Africa WTV, Nigeria Electoral Violence, Ministry of Justice, citizens observer and Stop-VAWIP Community mobilizers, and citizens.
Through well thought out community-based sensitization, media publicity, and advocacy to opinion leaders and other stakeholders, the women in various groups and strata were well mobilized and assured that the election will be violence-free so they turned out en masse to cast their votes for the candidate of their choice. See the appendix below for data of women mobilised through sensitization.
However, following the conduct of the September 19th gubernatorial election in Edo State, the Survivors Service Centre raised concern on how women, who constitute over 48% of voters, were disenfranchised and intimidated to vote for a particular candidate during the elections.

The Centre notes that women were not allowed to participate fully in this election due to various forms of gender-based electoral violence; due to hijacking and destruction of election materials in some polling units, sporadic shooting, assault by party activists on female voters, election officials, and observers, others are high cases of coercion by party activists to vote for a particular party or candidate. We, therefore, condemn any act that hinders women's political participation.
We urge voters, men, and women to identify the hotline as an effective medium of tracking and reporting the incidence of gender-based violence in this post-election era.

KEY OBSERVATION:
The Stop-VAWIP Survivors Service Centre noted with great concern the following incidents of violence against women.

1.   An elderly woman was assaulted and sustained an injury, while she was preventing party activists from carting away election material from her Polling Unit.  Her Unit is located at Tipper Garage in Egor LGA.   The center has since reached out to her and provided counseling services from professionals working with Vivian Sexual Assault Referral Centre.

2.    A woman late Mrs. Yado Odogbo, of Tolota village, was shot dead and killed in Polling Unit 6 in,    Ikoro Ward,  Ovia South-West.
3.  A female observer deployed by YIAGA Africa to Polling Unit 7, Ward 3 Ewatto, was attacked, matcheted was almost killed, due to her participation in the elections.

4.  According to the YIAGA WTV observation report for the Edo Governorship Election, females faced violence, intimidation, and harassment in at least 11% of the total polling unit representing about 299 PU’s in Edo State.

Analysis of Violence Against Women
Physical violence constitutes about 32% of the entire incidents, female voters were affected by bodily harm, assault, attacks and were beaten during the election
Threat and Coercion constitute about 50% of the total number of recorded incidents of violence, notably south-Ibie in Etsako West LGA. Female voters were threatened mostly to vote for a particular candidate and threats to bodily harm Economic Violence constituted about 18% of the total number of recorded incidents of violence against women, this could be seen through reported cases of vote-buying and selling that took place during the polls.

RECOMMENDATION:

1.  That voters, men, and women should continue to reject vote-buying during elections. We commend voters, especially women in Unit 6, Ward 4 Okpuje in Owan West LGA who resisted the abuse of voters' choices by party activists.

2.   The National Assembly is also called upon to expedite action in the review of the electoral act and constitution, in order to reform Nigeria's electoral process to be more inclusive, secure, and transparent.

3. We call on the Edo State House of Assembly to, quickly review and enact the Violence Against Persons Prohibition (VAPP) bill, to provide protection for women and ensure punishment for perpetrators of gender-based violence in the state.
4.  Political parties should desist from carrying out ‘do or die politics’ which deters the full participation of women in politics.

5.   Security agents are urged to put measures in place for the protection of the Electorate especially women and ensure that all perpetrators of violence are apprehended. The Ministry of Justice to ensure the duly prosecution of offenders to deter further occurrence.

6. Civil Society organizations, Media, National Orientation Agencies, and other stakeholders should continue their awareness of eradicating all forms of gender-based violence in the state.

CONCLUSION:
The Stop-VAWIP Response Committee is committed to awareness-raising, advocating for behavioral change, sensitizing citizens on gender-based violence (GBV), tracking and responding to cases of GBV, and improving women’s political participation in the state. The Committee will also continue to encourage women’s participation in electoral and political processes. We urge voters, men, and women to identify the hotline as an effective medium of tracking and reporting the incidence of gender-based violence in this post-election era and to as well visit the Vivian Sexual Assault and Referral Centre for assistance.

Long live the people of Edo state. God bless the Federal Republic of Nigeria.

Thank you
